Eligibility

Any advertisement created or produced in Oregon (and Clark County) and published, posted or aired for the first time between August 30, 1998 and August 13, 1999 is eligible. Work previously submitted for a Rosey Award is not eligible. Incomplete entries may be disqualified. If entering in a specific production budget category, be prepared to present invoice back-up to PAF.

The expressed intent of the Rosey Awards competition is to recognize and reward creative excellence in the legitimate everyday workplace of advertising - "real" advertising, for "real" clients, with "real" marketing objectives, in or on "real" media. Occasionally, an entry is submitted which appears to have been created outside the conventional agency-to-client-to-media marketing structure. The appearance given by such an entry -- to other entrants and to the judges -- is that it was created solely for the purpose of winning an award, rather than satisfying a legitimate paying client's needs. The American Advertising Federation and the Rosey Awards competition forbids any such "unreal" entries.

All entries submitted in the competition, with the exceptions of Public Service Advertising and Self Promotion, must have paid for the media placement in the normal course of business. Entries which meet the criteria of Public Service Advertising and Self Promotion can only be entered in those categories.

Definition of Public Service

Public service advertising is that which enlists public support or action in the solution or remedy of problems of common and/or general interest or concern. Public service advertising does not, as its primary mission, attempt to sell any tangible item, entice the consumer to an entertainment venue, or promote a corporate image. The message of Public Service advertising has as its goal the improvement/betterment of the public's health, education and/or welfare. Media space and/or time may or may not have been donated.

College Student Awards

Any advertising assignment created or produced in Oregon by any registered full time student between August 30, 1998 and August 13, 1999 is eligible. The entry fee per piece is $20. Series are $35. On the master entry form, write your name on the "firm name" line, check the student box and identify your school. Mark all entry forms and envelopes with "Student Rosey Awards 1999."

The Entry Logistics

You may enter a piece of work in more than one category but you must submit a separate sample of the piece, separate entry form and appropriate fee each time the piece is entered. Prepare each entry as described below with a computer generated or typed entry form for each entry as well as a master form. Enclose a check for the total entry fee in a separate envelope. Make checks payable to the Portland Advertising Federation.

Label the envelope with your firm's name and address and write "Rosey Awards 1999" clearly across the front. Attach envelope securely to the outside of your bundled entries and deliver to PAF to the above address by 5 pm on August 13th. No entries will be returned. After the awards celebration, PAF reserves the right to donate entries to a nonprofit organization.

Scripts of radio, TV and Internet advertisements must be submitted along with as-produced scripts in hard format and on a 3.5" disk in "text only" ASCII format. (For example, after typing your script on Microsoft Word, no Macwrite or WordPerfect, choose "Save As" and choose options, then choose "text only" format.) Your work will be disqualified if you do not submit these scripts.

Interactive Media

Submit each entry's URL address along with 8 1/2" x 11" hard copy paper prints of the opening page and three other pages representing the creativity of the site. No changes can be made during the Rosey Awards competition judging time frame (August) unless a copy of the original unchanged site is made available on a private URL address.

Disk Based Sales Package

Submit on the original medium of distribution (MAC or PC compatible 3 1/2" 1.44 MB diskette or CD ROM).

Print Entries

Mount entries on black mat board with 2" border. Entries too large for a single board should be mounted on multiple boards taped together accordion style to form a single unit. For 3-D or oversize entries, submit a mounted 8" x 10" photo. For brochures, annual reports, etc., place in a self-closing envelope labeled with the name of the category and letter/number of the subcategory, and mount the envelope to the black mat board. Campaigns should be taped together as one unit. Attach the entry form to the back of the board. Oregon Newspaper Advertising Company (ONAC) will sponsor the highest scoring or Rosey winner newspaper ad or campaign on to the national Athena Awards.

Radio/Audio Entries

Submit entries of any length on cassette audio tape, boxed. For a series, edit spots together with 10 seconds of blank leader at the head and 4 seconds between spots. As-produced scripts must be submitted in hard copy and in a "text only" file on computer disk, each clearly labeled as to which commercial it represents. Attach the entry form securely to each box enclosing the tape you're submitting

Radio Award Note

The Best of Show in radio will be awarded $5,000 from the Portland Area Radio Council. Public Service radio entries are eligible for this cash award. The Best of Show in radio winner will be automatically entered in the Mercury Awards by PARC. Please note that the deadline for Radio entries is July 23rd by 5 pm. This allows ample time for the judges to judge radio in the medium it is intended, one on one.

TV/Video Entries

Submit entries of any length in 1/2" vhs format, boxed. For a series, edit spots together with 10 seconds of blank leader at the head and 4 seconds between spots. A matched pair of :15ís is considered a series, not a :30. As-produced scripts must be submitted in hard copy and in a "text only" file on a computer disk, each clearly labeled as to which commercial it represents. Verification of production invoices may be required. Attach the entry form to each box enclosing the videocassette.

The Fees

Fees for the 1999 Rosey Awards competition are as follows: $45 for single print or radio entry, $65 for single television or internet entry, $85 for all campaigns and series. For non-members of the Portland Advertising Federation, an additional $15 per entry must be added. Call for membership information: 503-224-2623 or see our web site at www.aafpdx.org.

The Judging

Judging procedures will be determined at the discretion of the Portland Advertising Federation and in collaboration with members of the advertising community. Judging will be performed by a panel of nationally respected professionals. Each individual judge will be responsible for selecting their own winners based on criteria set by the PAF. Judging by consensus will not be allowed. Judges may choose not to present an award in some subcategories or conversely multiple awards may be presented. Misclassified submissions may be moved to more appropriate categories by discretion of PAF.

The Awards

Three levels of award may be presented. The top entries in a category will be eligible for Roseys. Awards of Excellence may be presented to the winners in subcategories and runners-up may receive Awards of Merit. The judges will collaboratively pick one Best of Show winner from all the entries, each judge will also choose their favorite entry to be published in the showbook. PAF will forward the Best of Show winners on to the appropriate national award competition.

Wipe Out Award

This category in the Rosey Awards is designed to honor great ideas that were killed by the client - either out of fear, indifference or just plain ignorance. Print ads must be in comp form only and must have complete copy in place. Radio spots must be in script form only. TV spots must be in storyboard format only. This category will not receive a Rosey Award but will receive another form of recognition.
